Eduardo Chomali is the Senior Executive Lead for Digital Transformation Projects at CAF – Development Bank of Latin America and the Caribbean. He has more than 20 years of experience across telecommunications, digital infrastructure, digital policy, financial structuring, and the digital economy.

At CAF, Eduardo plays a leading role in advancing the institution’s digital transformation agenda across Latin America and the Caribbean. His work includes supporting the origination, financial structuring, assessment, and supervision of strategic projects that combine financing, technical cooperation, and public policy dialogue. In recent years, he has contributed to a portfolio of more than USD 5 billion in initiatives related to connectivity, strategic digital infrastructure, digital government, cybersecurity, and digital public infrastructure.

Prior to joining CAF, Eduardo served as Regional Director for the Andean Countries at ASIET/CET.LA and worked in Public Affairs at Telefónica Latin America, contributing to regional policy and regulatory agendas for the telecommunications and digital sectors.

Eduardo holds a degree in Political Science and Public Administration from the Complutense University of Madrid, an MBA, and specialized training in Digital Transformation from MIT, Smart Cities, International Trade from the European University of Madrid, and Public-Private Partnerships.
