Timmy has a B.Sc. Economics Specialization Degree from The University of the West Indies, and holds two (2) MBA Degrees: one (1) in Strategic Management from the Edinburgh School of Business, and the other in International Oil and Gas Management from the University of Dundee. He has authored several research papers some of which have been published by the Society of Petroleum Engineers, the World Energy Council and GASTECH news and has been cited in several World Bank publications.

Timmy worked at the Ministry of Energy and Energy Industries in Trinidad and Tobago from 1998 to 2013. In August 2013 Timmy was appointed as a Senior Economist at the Central Bank of Trinidad and Tobago (CBTT). Timmy has since returned to the Ministry of Energy in September 2015 and in May 2018 he was appointed as the Director of Research and Planning Division, the position which he holds today.
