Kathyann Belle is currently the Director, Utility Regulation (Acting) at the sole utility regulator in Barbados. In her substantive duties, she is the Financial Analyst in utility regulation at her organization, providing technical guidance in the water, telecommunication and energy sectors, advising the decision makers as they seek to balance the needs of the various stakeholders. A 1989 Barbados Government Scholar, Kathyann earned her first degrees in Statistics and Actuarial Science at Heriot Watt University and City University respectively, followed by a Masters in Operational Research at the London School of Economics. Kathyann has experience in insurance and investment banking in the private sector and hold certification in Project Monitoring and Evaluation from the International Labour Organisation.

Kathyann has presented on the region’s regulatory response to cybersecurity and enabling frameworks for inclusive energy transitions.
