Global Energy and Climate Advisor
Eng. Rosilena Lindo, currently global energy and climate advisor, REN 21 Member at Large, former National Energy Secretary of Panama 2023-2024; previously worked for 3 years as National undersecretary of Energy, author, co-author and editor of more than 15 energy public instruments at national level including the Green Hydrogen Strategy, Universal Access to Energy, Interconnect Grid System Innovation Strategy, Energy Transition Communication Strategy, Solar Water Heater Action Plan, among other, all with gender focus and implemented through an ample multi and interdisciplinary participation process.
For 3 years she was a Senior Regional Energy Expert & Project Manager “Development of a Solar Water Heating Market in Panama UN Environment, Latin American and the Caribbean Regional Office.
She was appointed as Executive adviser to the Minister of Environment of Panama (2014-2018) and former Climate Change Director (2014-2017) in the Ministry of Environment where she led the development of the Panama´s First National Determine contribution under the Paris Agreement, as the Climate Change National Strategy and REDD+ Programm.
She was part of the Panama Canal Engineers in the Expansion of Panama Canal Locks (2013-2014) as one of the engineers responsible for the Quality Assurance and Control supervision for the Panama Canal expansion, in the Panama Canal Authority.
She is Civil Engineer from Panama`s Technological University, is M.Sc. in Environmental Science – Renewable Natural Resources and Environmental Management from UASLP, Mexico; is M.Sc. in Technology, Renewable Energy, Environment & Resource Management in The Tropics & Subtropics, Cologne University of Applied Sciences, Institute for Technology Germany, expert in Wholesale Electricity Markets and in Sustainable Energy Policy.
Specialist in Development of Sustainable Energy Policy, InWEnt, Germany. She has been a scholarship recipient from the National Council of Science and Technology (Conacyt) of Mexico and the German Academic Exchange Service (DAAD).
She has a bachelor’s in civil engineering, has a master’s in Renewable Energy Design and Environmental Impact Assessment & Environmental Management. She has a specialization on Renewable Energy Project Design from the Renewable Energy Academy- RENAC, Germany; as well as a specialization on Environmental Management of the Energy Sector (city of Knowledge), specialization on Environmental Management and Environmental Impact Studies from the Latin American Faculty of Social Sciences (FLACSO), and a course in Energy Transition and Climate Policies from the Faculty of Politics Harvard Public Schools. She is an expert in ISO 14001 and OSHAS 18001 Certification. She has been a speaker on Energy, Environment and Climate Change issues at more than 300 international conferences.
In 2022, she was awarded by the Mexican Energy Debate Program for her supporting role in Breaking Glass Roofs for women in the Latin American Energy Sector. In 2024 was awarded and Latin-American Green Hydrogen Industry Regional Leader by the Green Hydrogen Association of LAC and awarded by the Panamanian Chinese Community as ally on the energy education for the citizenship.
She was part of the National Energy Transition Council of Panama (CONTE), current mentor of the Global Network of Women for the Energy Transition (GWNET) and a member of the Global Council of Climate Champions. She has been climate change negotiator for Panama, Chair and Vice Chair of the Forum of Designated National Authorities of the Clean Development Mechanism of Latin America and, among other things, has collaborated with international agencies and organizations such as the Franconian Energy Agency, Germany.
She speaks Spanish, English and German fluently, and basic French.
