Mr. Neil Clark is Chief Executive Officer of The Queen Elizabeth Hospital (QEH), Barbados’ leading tertiary healthcare institution. He holds a Master of Science (MSc) in Organizational Development and Consultancy and brings more than 30 years of healthcare planning and senior management experience to the role.

A results-driven healthcare leader, Neil has built a career around improving healthcare delivery through patient-centred strategies, operational transformation, and service excellence. His experience spans primary healthcare, regulatory bodies, community care providers, and major hospital systems, where he has led initiatives to strengthen healthcare capacity, improve patient outcomes, and modernize service delivery.

Prior to joining QEH, Neil served as Chief Operations Officer of a large multi-site hospital and community care provider in the United Kingdom, overseeing more than 1,000 beds and 8,000 staff. He also held senior leadership positions with the Department of Health in Abu Dhabi, where he served as Senior Advisor and later Executive Director of Health Care Planning. In these roles, he led the development of primary care, mental health, non-acute care, emergency care centres, and centres of excellence, and played a key leadership role in Abu Dhabi’s healthcare planning response to COVID-19.

Neil is recognized for aligning organizational performance with quality patient care, repositioning healthcare institutions for long-term success, and implementing targeted solutions that enhance healthcare access, capacity, and delivery.
