Rosilena Lindo, National Undersecretary of Energy, was Senior Regional Expert in Energy and Manager of the project “Development of the Market for Solar Water Heaters” at the Regional Office for Latin America and the Caribbean of the United Nations Environment Program during 3 years. She served as advisor on energy and climate change to the Minister of the Environment of Panama and was Director of Climate Change at MIAMBIENTE. He was part of the ACP engineering team in the expansion of the Panama Canal.

She is a civil engineer, Master in Technology and Management of Natural Resources in the tropics and Sub-tropics from the University of Applied Sciences of the City of Cologne, Germany; Master in Environmental Sciences from the Autonomous University of San Luis Potosí, Mexico, and Specialist in the Development of Sustainable Energy Policy, InWEnt, Germany. She is an expert in ISO 14001 and OSHAS 18001 Certification.

She has been a negotiator on climate change issues as part of the processes of the United Nations Framework Convention on Climate Change, Chair and Vice Chair of the Forum of Designated National Authorities of the Clean Development Mechanism of Latin America and, among other things, has collaborated with agencies international organizations such as the Franconian Energy Agency, Germany.
