Dr. Marcelino Madrigal, is the Head of the Energy Division of the Inter-American Development Bank. In his more than twenty years of experience in the energy sector in Latin America and the World, he has served as former commissioner of the Regulatory Commission in Mexico, senior specialist at the World Bank, and research professor at the Morelia Technological Institute and member of the national system. of researchers in Mexico. It specializes in the operation, planning, market design, regulation and projects for the transition and decarbonization of the electrical energy sector. He was the Chairman of the International Committee of the 2018 World Regulators Forum and vice president of the Ibero-American Association of Regulators (ARIAE). Dr. Madrigal has a bachelor’s, master’s and doctorate in Electrical Engineering from the Instituto Tecnológico de Morelia, the Autonomous University of Nuevo Leon and the University of Waterloo in Canada. He has published dozens of refereed technical articles and received the prestigious IEEE Outstanding Young Power Engineering Award.
