Javier Rúa-Jovet is the San Juan-based Director of Public Policy for Sunrun, the largest residential rooftop PV+Storage company in the US, with over 202 thousand clients in 23 states, the District of Columbia and the Commonwealth of Puerto Rico.

Rúa-Jovet  is responsible for advocating Sunrun’s policy positions, managing legislative and regulatory affairs, and supporting Sunrun’s advocacy broadly. He also engages with and assists Sunrun’s local business partners and supports continued business development and Grid Services initiatives. And as a solar prosumer himself, Rúa-Jovet is a passionate advocate for clean energy and PV+storage deployment and growth in the Island.

Before joining Sunrun, Rúa-Jovet’s private practice included important players in Puerto Rico’s energy ecosystem such as Windmar Group companies and Aireko Foundation.

Rúa-Jovet has held multiple positions in government, including Deputy Secretary of the Department of Natural & Environmental Resources (2006-2008), Chairman of the Environmental Quality Board (2008) and more recently, Chairman of the Telecommunications Regulatory Board (2013-2016), post to which he was confirmed with triparisan support in the Senate.

Rúa-Jovet has also held and today holds distinguished international posts, namely President of the Latin American Forum of Telecommunications Regulators (REGULATEL) (2015), which included 23 utility regulators from our hemisphere, as well as Italy, Portugal and Spain, and is currently Representative for North America at the At-Large Advisory Committee (ALAC) of the Internet Corporation for Assigned Names & Numbers (ICANN), the global multistakeholder entity that governs DNS & IP policymaking.

Rúa-Jovet holds a JD from the University of Puerto Rico School of Law, an LLM from George Washington University National Law Center & a BA from Boston College.
