José H. Roman is the former President of the Puerto Rico Energy Commission.

José H. Roman, PE got his baccalaureate degree in Electrical Engineering, specializing in Power Systems from the University of Puerto Rico, Mayaguez Campus. In 1996, he began specialized graduate studies in Power Systems at Rensselaer Polytechnic Institute in Troy, NY. The studies covered generation, transmission and distribution of electric energy. During his graduate studies, he joined the Power Systems Division of General Electric in Schenectady, New York. He designed utility scale generators for different thermal plants throughout the world.

He continued his professional development with several US firms, designing the electrical infrastructure of hotels, residential buildings, convention centers, computer centers, among others. Several of his designs achieved LEED certification.

In 2013, he was certified as an energy manager (Certified Energy Manager) by the Association of Energy Engineers. On December 1st, 2014, he was appointed Associate Commissioner of the newly formed Puerto Rico Energy Commission by Gov. Alejandro García Padilla
