Mr. Roumain’s education includes a bachelor’s degree in Business Administration from the University of Puerto Rico – Mayagüez Campus with a double major in Accounting and Finance followed by a Juris Doctor from the Inter American University of Puerto Rico. He became a Certified Public Accountant in 2004 and a Licensed Attorney in 2008. As an attorney he is admitted to practice in both the Federal Court of Puerto Rico and the Federal Court of Appeals for the 1st Circuit in addition to Puerto Rico’s courts.
Professionally Mr. Roumain began his career in the Land Development Sector since the year 2000 as President and Administrator of various entities. While having these roles he participated in commercial developments for international retail companies and multiple real estate transactions. From 2009 through 2011 he worked for the Government of Puerto Rico. First he was named Under Secretary of the Department of Natural and Environmental Resources of Puerto Rico (“DNER”) followed by Deputy Director of the Puerto Rico Infrastructure Financing Authority (“AFI”). At AFI he had the opportunity to work on various Federal energy-related programs, such as the State Energy Program (SEP), Weatherization Assistance Program (WAP) and Government Energy Program (GEP).
Starting in 2011 he began his legal and consulting practice dedicated mostly to energy related matters. Within this practice he has worked with state and federal incentives, tax exemption, corporate structures, and contract negotiations. Currently he continues this practice and participates in renewable energy development.
