Francisco J. Rullán Caparrós

Born in the city of Utuado, Puerto Rico. In 1994 he obtained a BS in Civil Engineering with land surveying, environmental, structures, planning and management concentrations and architectural design from the Polytechnic University of Puerto Rico. In 2000, he continues his studies in electricity, later in the subject of property and land appraisal and renewable energy, with several licenses and professional certifications.

He has more than 25 years of experience in private engineering and project management companies including 20 years in the Puerto Rico Electric Power Authority (PREPA) where worked as a designer/inspector in the Engineering Department specifically in the areas of evaluation and planning, assessing multiple electrical and power installation projects and renewable energy systems.

Back in 1998, he was awarded in the reconstruction process after Hurricane Georges. After that, in 2002 he joined a specialized team of Regional Master Plan in PREPA Arecibo Office for several projects to develop electrical grid, particularly in subtransmittion and distribution system, permits and budgeting analysis.

For the year 2011 he was appointed collaborator of the team work for the Quality Control of the Via Verde Project, North Central gas pipeline and Official Presenter.

In 2012, he was recipient of the Public Server and PREPA Excellence Award and Teamwork. For several years he offered seminars and professional workshops in the field of energy, renewable energy and occupational safety.

Since 2010, he has been president and leader in the service of his community in Arecibo, where the project of electronic security and improvement of public facilities and its surroundings stands out. In 2015, he was recognized as a Community Leader by the House of Representatives of Puerto Rico.

He collaborated directly in the drafting of the Plan for Puerto Rico platform on the subject of energy initiatives and in the Regional Plans presented by Governor Ricardo Rosselló Nevares.

In January 2017, he was appointed by Governor Rosselló Nevares as Executive Director of the State Office of Public Energy Policy of the Government of Puerto Rico and confirmed unanimous by Puerto Rico’s Senate.

Jointly, after the Irma and María Hurricanes are assigned to the state operations, coordination with federal agencies and private groups in recovery in the Central Area in Representation of the Governor of Puerto Rico.

At present, he is the CEO of Energy Policy Program at Economic Development and Commerce Department and manage several initiatives and develop new projects in the transformation of the energy system with micro grids, among others, provides ruling to establish resilience, energy efficiency and energy conservation with state agencies and federal levels with Department of Energy (DOE), Environmental Protection Agency (EPA) and Department of Housing and Urban Development (HUD).
