Edison Avilés-Deliz obtained his Bachelor of Science in Science, Electrical Engineering, specializing in Power and Control Systems (BSEE) from the University of Puerto Rico in 1991, and a Juris Doctor (JD) from the University of Puerto Rico School of Law in 1997. He also obtained a Master Degree (MA) in Diplomacy/International Relations/Business from Norwich University in Vermont and a Masters Degree in Energy Law from Vermont Law School (LLM).

Avilés-Deliz is a professional engineer, and member of the Engineers and Land Surveyors of the Commonwealth of Puerto Rico Bar Association, the Institute of Electronic and Electrical Engineers, the American Bar Association, former Professor of Design of Distribution Electrical Systems in the Polytechnic University School of Architecture and former president of the Professional Responsibility Board of the College of Engineers and Land Surveyors of the Commonwealth of Puerto Rico. He is a senior member of the IEEE. He was President of the Electrical Engineers Institute of the CIAPR and President of the Puerto Society of Electrical Engineers. Avilés-Deliz is admitted to practice law in the Commonwealth of Puerto Rico, the United States Court for the District of Puerto Rico, and the United States Court for the First Circuit. He is also admitted to practice notary law in the Commonwealth of Puerto Rico.
