Mr. Rivera earned a Bachelor of Science degree in Mathematics, Cum Laude, from the University of Puerto Rico, Mayagüez and a Master of Science degree in Mathematics from the University of Massachusetts, Amherst.

Mr. Rivera joined the Navy Nuclear Propulsion Officer Candidate Program in 1999. After commissioning, Mr. Rivera attended Naval Nuclear Power School and Naval Nuclear Power Training Unit, where he qualified as Engineering Officer – Submarines. Mr. Rivera’s duties while serving in the U.S. Navy Submarine Force included: Electrical Division Officer, Reactor Controls Division Officer, Damage Control Assistant, Electronics Materials Officer, Assistant Operations Officer and Assistant Engineer. In addition, he completed Prospective Nuclear Engineering Officer School in 2004 and a Master Degree in Engineering Management in December of the same year.

Mr. Rivera’s academic achievements also include a Bachelor Degree in Mechanical Engineering from Polytechnic University of Puerto Rico and a Juris Doctor, Magna Cum Laude, from the University of Puerto Rico Law School. He is a licensed attorney and a Licensed Professional Engineer in Puerto Rico.

From February to November 2014, Mr. Rivera worked as a Legislative Advisor of the Puerto Rico Senate. He was appointed as Associate Commissioner of the Puerto Rico Energy Commission on November 20, 2014. In June 15, 2016, Mr. Rivera was appointed for a second term as Associate Commissioner.

His military decorations include the Navy and Marine Corps Commendation Medal (3), Navy and Marine Corps Achievement Medal (6), and various unit, campaign and service awards.
