Dr. Victor Hugo Alcocer Yamanaka is a Civil Engineer with both Master’s and Doctoral degrees in Hydraulic Engineering from the National Autonomous University of Mexico (UNAM). Currently, he is the Technical General Under-Director at the National Water Commission of Mexico (federal government). For more than 14 years, he has also been a professor and lecturer at the Graduate School for Engineering of UNAM. He is a member of the National System of Researchers, and he was awarded with the National Prizes for Civil Engineering “Miguel A. Urquijo” (2005) and “José A. Cuevas” (2009), granted by the Civil Engineers Society of Mexico. In 2014, the Mexican Hydraulic Association granted him the National Research Prize “Enzo Levy.”
