Minister of Energy and Mines
Mr. Chang holds a degree in electric engineering from the San Carlos de Guatemala University, and has pursued graduate studies in Energy Efficiency in Thermal Systems at Galileo University, Business Administration at the Escuela Superior Internacional (endorsed by York University), and Hydroelectric Project Management at the Guatemalan College of Engineers. Before his appointment as Minister of Energy and Mines in March 2016, he was Vice Minister of Energy and Head of the Energy Planning Unit of the National Electrical Energy Commission (CNEE). In that capacity, he implemented nine pilot projects on energy efficiency and analyzed the National Energy Efficiency Bill. In addition, as Head of the Product and Service Quality Department between 2006 and 2009, he evaluated and monitored the quality of the energy provided by utility companies based on the sector’s technical standards.
