After obtaining his Bachelors in Electrical Engineering in 1991 from the University of the Netherlands Antilles in Curacao/UNA, he went to work at the power plant of NV GEBE on St.Maarten on a one-year contract, but after just 5 months on the job was assigned to head the electrical department, which he did until 1994 when he was transferred back home to his beloved native island of St. Eustatius to run the operations there for NV GEBE.

In 1995 he was appointed as Manager of NV GEBE on St.Eustatius until the company was dissolved in December of 2013. In 2014 was appointed interim Managing Director of the new electricity and water company of St.Eustatius, STUCO, and in July of 2015 became its CEO.

Cuvalay is responsible for all significant improvements with respect to the electricity supply service on the island of St. Eustatius. During his tenure the island electricity demand has quadrupled and has recently advanced the implementation of phase-2 of the most advanced solar project in the region.
