Lori leads the KPMG Bermuda Public Sector and Infrastructure practice.

Experience
Project Manager on the L.F. Wade International Airport redevelopment Project. The team provided project management of the numerous work streams involved in the airport transaction. Lori was responsible for developing and supporting the governance structure and coordinating the Government’s obligations involving over 15 departments and QUANGOs.

Financial advisor on the successful bid to operate a public sector entity by a Bermuda company which resulted in doubling the company’s market share.

Conducted a diagnostic assessment of selected Government capital projects to determine if the Government’s procurement and project management practices were consistent with leading practice. KPMG’s recommendations resulted in the Government enacting the Good Governance Act.

Project Manager for the KEMH Hospital Redevelopment PPP. Lori was in charge of the coordination and development of the Government of Bermuda’s framework to streamline statutory and administrative processes and provide value-added benefits.

Developed the governance framework and procedures for the Regulatory Authority of Bermuda which is responsible for regulating the telecoms and energy sectors.

Led the multi-disciplinary team of 14 analysts who supported the Spending and Government Efficiency(SAGE) Commission in delivering recommendations to reduce public sector expenditure to achieve a balanced budget and improve performance.

Advised on benchmarking compensation surveys for public sector entities, including the Bermuda Civil Aviation Authority, Board of Governors of CedarBridge Academy and the Regulatory Authority of Bermuda.

Developed financial and procurement procedures for two QUANGOs.

Project Manager responsible for developing the strategy and framework for a Power and Utilities infrastructure project.

Prior to joining KPMG, Lori spent 15 years working as a financial and policy advisor to governments and public sector organizations in Canada and Bermuda. Her experience spans virtually every sector of public sector operations including, health, telecommunications, justice, corrections, capital procurement, social services, culture, finance, employment and training, fire services, and lotteries.

Lori has worked extensively at the Cabinet level on policy creation, legislative review and creation, and trouble shooting.

Lori started her career as a budget analyst and financial advisor to the Provincial Treasurer of the Province of Alberta (Canada), where she was responsible for a portfolio of over US$2 billion.
